연방준비위(Federal Reserve)가 미국은행들을 상대로 한 새로운 자본기준을 마련하였다. 바젤3(Basel III)라고 불리우는 국제금융기준을 준수키 위하여 마련된 기준인데 손실에 대비하기 위하여 은행자본을 현행수준에 비하여 3배이상 늘리도록 강제하고 있다.
현재 준용되는 기준에 의거할 경우 은행들은 총자산대비 최소 2%정도까지 자본을 유지시켜도 무방하였으나 새로운 자본기준이 적용되어질 경우 자본쿠션을 총자산대비 7%로 유지시켜야 한다.
자본이란 손실을 감당할 수 있는 쿠션을 제공한다는 측면뿐만 아니라 자산대비 자본비율을 높일 경우 은행들로 하여금 무리하게 리스크를 감수하려는 여지를 차단한다는 측면에서 금융부실화를 미연에 최소화시킬 수 있다는 맥락에서 이와 같은 자본기준이 마련된 것으로 평가된다.
